1. Name of Public Authority:

Otsego County Capital Resource Corporation (the “CRC”).

2. CRC’s Mission Statement:

Assist in the enhancement and diversity of the economy of the County of Otsego (the “County”) by acting in support of projects in the County that create and/or retain jobs and/or promote private sector investment (with an emphasis on not-for-profit activity) utilizing the statutory powers of the CRC as set forth under the provisions of the laws of the State of New York.

3. CRC Stakeholders:

a. CRC Stakeholders include the following: (A) the Otsego County Board of Representatives, (B) the residents of Otsego County, (C) the businesses located or intending to locate in the County, (D) school districts located within the County, (E) the State of New York, and (F) the local workforce.

b. At a minimum, CRC Stakeholders expect the CRC’s members to carry out the business of the CRC in a manner that accomplishes its mission while strengthening the local economy.

4. List of Proposed Performance Measurements:

a. Number of firms assisted (with cash, loans, technical assistance, problem-solving) by the CRC

b. Number of jobs created with help from CRC assistance

c. Number of jobs retained with help from CRC assistance

d. Capital investment made in the County (both total and private funds leveraged with public assistance)

e. Number and dimension of efforts to support local efforts that support continued job growth and economic gains for the County

f. Number and dimension of efforts to support regional efforts that support continued job growth and economic gains in the region
